What it means that OpenAI partner HCLTech is setting up an Anthropic unit — October 12, 2026

Radar Flash Edition: OpenAI partner HCLTech creates a business unit for Anthropic, and its AI revenue reaches $219M (+78%). What to ask your integrator before signing.
Flash edition. In this morning's Radar, we argued that an agent's controls have to live outside the model. Today one of the world's biggest systems integrators announced a business unit built on Claude that sells exactly that: governance, security and human oversight.
What happened
HCLTech, India's third-largest IT services firm, signed a global partnership with Anthropic on Monday (Source). It will create a dedicated business unit for Anthropic with a center of excellence and secure sandboxes to deploy Claude at clients. It will build Claude and Claude Code into AI Force, its engineering platform, with policy guardrails, exception handling and human oversight for high-impact changes, and its software arm, HCLSoftware, will embed them in products such as BigFix and AppScan (Source). The same day it reported quarterly results: its Advanced AI business brought in $219 million, up 78% year over year, while total revenue grew 2.6% in constant currency and software revenue fell 11.2% (Source).
Why it matters
HCLTech has been a strategic partner of OpenAI since June 2025 (Source), and TCS set up a similar Anthropic unit in June, after Infosys signed its own deal in February (Source). AI labs are carving up the integrators as sales channels, and the integrators are rebuilding how they work: on the same Monday, NTT DATA Business Solutions launched Elevate, its agentic AI delivery framework for SAP projects (Source). Whoever implements your AI is increasingly tied to one provider, and uses agents for part of the work they used to bill you by the hour.
For your company
You don't have to be an HCLTech client: your consultants and your software vendors will go the same way. Before signing your next project:
- Ask who your integrator partners with. That's the model they'll pitch. Get in writing why that one, and make sure your data, prompts and tests stay with you so you can switch.
- Pay by deliverable, not by hours. If part of the work is already being done by their agents, the savings should show up on your invoice.
- Copy their controls. A sandbox, exception handling and human sign-off for anything high-impact.
On the AI First ladder, those three controls are the minimum checklist for moving a process to UNATTENDED, whoever implements it.
